Hey there, I'm wondering if it's OK to submit hand-drawn Pokemon cards? I've been making fake cards drawn from scratch but I don't see anyone else submit art like that so I don't know.

It ~should~ just let anyone join. I'm not that great with this stuff, so if it's giving you problems I'll look into it.
Only main rule is to make sure any artwork you use on cards is properly attributed. Otherwise go nuts
